I usually start by perusing through the Novelty Toy and Valentine's Day themed section of the Oriental Trading website. I try to make sure and order when there is a free shipping code available.
After finding a few ideas I discuss with my kids what they think would be fun for their class. Last year, I let them each do different things, but this year we kept it simple and they all agreed on the same item.
I found these cute bubble tubes with hearts on the top. They are typically used for weddings, but I saw no reason why they wouldn't be perfect for Valentines too. You can get almost any color your child wants to use.
Next we took some photos. I just took the kids outside and had them blow bubbles from different angles, trying to leave a bit of negative space in the frame for a place to add words and put the bubble tube. I took about 20 pictures of each child, but they were happy as can be blowing bubbles so it didn't take long.

After choosing which image I liked the best I added words in photoshop. I could have used several different pictures and changed up the words a bit, but decided to just use one photo this year. I did do two different phrases though, for the kids to choose between when they write their classmates names on the back.
I had them printed in 4x6 (I always get a few extras in case we mess a few up) at Costco.
Next, all that is left to do is have the kids write their To's & From's on the back sides of each photo and cut slits to slide the bubble tubes in.
Lay the bubble tube on top of the photo to see where it looks best and then mark where to cut.
So easy and so much fun!
Kids love to give personalized Valentines, and I love that they are giving something without chalk tasting sugar in it.
If bubbles not your thing -- here are a few other personalized cards we have done in the past that might spark your creativity.
Mustache Valentines - We attached stick on mustaches to each of these.
Mask Valentines - there are lots of different types of masks to choose from and they can be stapled to the photo or put in an envelope with the photo.
Slap Bracelet Valentines - the bracelets can be attached in the same way as the bubble wands - by cutting slits in the photo.

Whoopie Cushion Valentines - I save these for 5th grade when it is the last time they will be exchanging with their classmates. We found that you needed a straw to blow up the cushions so we cut some straws up into thirds and included them.
